If you really want a standalone Resource.cfg file, we still offer one at NRaas but it's just that we've moved to our new site since this thread was active years ago. It was started in August 1999 - six months before the release date of The Sims, 2 and it has grown to be one of the most successful Sims series websites on the web. The downloadable Framework from here contains everything you need, the procedure is to download it someplace else, unzip, and place the Mods folder with its contents into your TS3 user game folder in Documents. The Sims Resource is a fan site dedicated to downloads and objects for The Sims series of games. Repairing the game and generating a new TS3 user game folder aren't going to do this, actually the latter would undo it all since the newly spawned game folder would not be accounting for mods. The game does not come with a Mods folder, the player needs to add in the Framework (three folders nested correctly plus the required Resource.cfg file in the correct place). The Resource.cfg file that was being discussed here is part of what is needed to run mods and other kinds of package file based content in TS3.
